It was written a very long time ago and was written when IE5.5 was still around even though it behaves *exactly* the same in IE7 as it did in IE5.5. As far as "a whole bunch of code", that code is free to you to use, where is *your* code to do it simpler? (Although I know for a fact it could be done simpler).
